The reports about Government of Union Territory of Jammu and Kashmir directing all the departments to timely identify the non-performing and deadwood employees so that their cases are processed expeditiously for removal from service as per the provisions of the Jammu and Kashmir Civil Services Regulations (JK CSRs) show the intent of the helmsmen to clean the administration from the non-performing staff making it one of the most efficient ones in the country. The reports published in media have ascertained that there are several employees who are under scanner and could face the dismissal under Article 311 of the Constitution of India for their involvement in anti-national activities. This is something which needs thorough scrutiny as under no provision the government could allow the people involved in anti-national activities to continue with their jobs in the government sector as this could lead to a big blunder. There should be focused attention over the issue and those having dubious records must be shown the door and also action under law should be taken as soon as possible as dilly dallying policy in such cases can be detrimental for the UT as well as the country and its people. It is pertinent to mention that Government of Union Territory of Jammu and Kashmir has already decided to closely scrutinize the cases of the employees strictly as per the provisions of the Jammu and Kashmir Civil Services Regulations particularly Article 226 (2), which empowers the Government to retire an employee after he or she completes 22 years of qualifying service or on attaining 48 years of age after analyzing the performance vis-à-vis certain benchmarks. With such a useful in place the government should not waste even a jiffy to act in the matter and throw out the deadwood as these redundant staffers are the burden on the administration and therefore need to be shunted out at the earliest. Recently, the Chief Secretary has asked the Administrative Secretaries to identify and timely process all cases falling in the aforesaid categories to remove the non-performing/deadwood employees as soon as possible. The government should not take this issue lightly because this could lead to serious ramifications including a grave threat to national security.
