ACCOUNTABILITY MISSING

The fact that the Comptroller and Auditor and General of India (CAG) has pointed out that Jammu and Kashmir has failed to submit 2,205 utilisation certificates (UCs) for an amount of over Rs 10,441 crore as on March 31, 2020 is an indication that still there is scope to go for more rational changes in the governance model in J&K as absolute accountability seems to be missing on ground. It’s sure that LG Manoj Sinha must have given orders to all the concerned departments to put their houses in order as far as the matter of utilization certificates is concerned because he is a man of principles and under his regime such lacunae have no room. As far as J&K is concerned the erstwhile State had a bad track record with regard to dissipation of funds and that may be the reason behind the inordinate delay as top hierarchy in J&K administration has been entangled in so many intricacies to bring back the Union Territory on track as the misrule of successive governments have ruined the erstwhile state with resources allowed to drain and one or two dynastic political parties getting all the benefits while the common masses living the life of pauper. Without going into details, the people should repose confidence that sooner than later such things will be set right with those responsible for any kind of misappropriation facing the law of the land and if need arises, jail will be their home in coming time as LG’s administration is very strict and is following the words of Prime Minister Narendra Modi– Na Khayunga Na Khane Doonga. It is pertinent to mention that non-submission of the UCs means that authorities have not explained as to how funds were spent over the years and is fraught with the risk of misappropriation. As per the CAG’s latest report on state finances, a total of 2,205 UCs involving Rs 10,441.58 crore was outstanding in J and K, of which 1,370 UCs amounting to Rs 5,972.99 crore was outstanding for more than a year.
In a utilization certificate (UC), it is certified that the funds raised or taken by the entity is used for the intended purposes. People should be rest assured in J&K that the UT is in safe hands and not even a dime will be allowed to be siphoned by the corrupt.
