Monthly meeting of All J&K Plus Two Lecturers’ Forum was held through virtual mode under the chairmanship of its president Deepak Sharma wherein the Forum alleged exploitation of Human resource at various levels while discussing burning issues pertaining to Plus Two community threadbare.Deepak Sharma said that about 2000 members of cadre including CEOs and Lecturers are made to render their services without charge allowance causing mental and financial harassment wherein instead of incentivising they are dislocated across the districts throughout the UT without any financial increment. Another major expoitation is wherein a large number of Principals are made to hold charge of many institutions as large number of schools and Zones are lying headless.
Gravity of the situation can be gauged from the fact that Principal HSS SHAJROO and Principal HSS BANNA in Reasi District have been assigned DDO Powers of sixteen and nine institutions respectively in addition to their own school and same is the state of affairs with many Head of schools in far flung areas across the length and breadth of J&K thereby affecting academic as well as administrative efficiency.Worst type of human suffering is where the cadre is made to work in incharge capacity right from lecturer to Joint Directors and many retire from the active service and life unfortunately because of dilly dallying tactics of the government.Forum also referred to one of the most blatant examples of discrimination with the cadre as Lack of Assured Career Progression(ACP)/Time Bound Promotion for want of which 10+2 Lecturers have to stagnate in single grade for about 20 long years.Forum appealed for personal intervention of Hon’ble LG, Sh Manoj Sinha to mitigate the sufferings of Plus Two cadre and demanded Promotion lists/adjustments and Regularisation of all incharge incumbents/ retirees at all levels right from lecturer to Joint Director on fast track basis for smooth functioning of Department and ending exploitation of human resources and also demanded charge allowance in respect of all placements/promotions , immediate release of regularisation list of principals pending since Dec 2007 for facilitating promotion list of CEOs and equivalents and promotion list of Principals and Placement list of Senior Lecturers pending since December 2013 as per one-third cadre strength of Lecturers according to SRO 481.Forum further hoped that sanction will soon be accorded to ACP/ Time Bound Promotion on the analogy of other gazetted counterparts of J&K ( ie from level 9/GP 5400 to level13/GP 8700) and Induction Quota into KAS in favour of Plus Two Lecturers till the Education Administrative Service (EAS) as proposed is constituted from the academicians/Officers drawn exclusively from School Education Department , and other demands like Non vacational status to Principals/Head of Schools, restoration of 40% college quota, and Regularisation of physical education lecturers and removal of their pay anomaly , provision of earned leave in favour all teaching cadres of SED will also be acceded to on priority.Others who participated in the virtual meeting were NS Jamwal, RS Slathia,Dr Sushma ,Anil Sharma , Anwar Khan,Sanjay Bhagat, Pradeep Singh, Ashok Sharma, Jatinder Sethi, Amin Shah, Fazal Hussain, Anis Ahmed, Imtiaz Kazmi , A.R Giri ,Ramesh Thakur ,Ghar Singh and Mulkh Raj.
