Domicile certificates being issued to outsiders in violation of SOPs: Harsh

Claiming the violation of prescribed guidelines and stipulated procedures in issuance of domicile certificates in J&K to outsiders, Harsh Dev Singh, Chairman-JKNPP & former Minister has alleged a deep rooted nexus in issuance of such certificates. He said that while the outsiders were getting domicile certificates without much effort and even in circumvention of SOPs, the local youth were being subjected to undue harassment. He was addressing a press conference in Jammu today.
Speaking to media persons, Mr. Singh said that as per the domicile law, domicile certificates in favour of All India Services officers, officials of PSUs and autonomous bodies of central govt, Public Sector Banks etc. were to be issued by the Additional Commissioner in the office of Divisional Commissioners. The said provision however, was violated in the very beginning itself when the domicile certificates of senior IAS officer Navin Choudhary was issued by Tehsildar Bahu. Displaying the domicile certificate of Navin Choudhary before the media, Mr. Singh said that it was issued by an authority who was not competent under the rules as only Additional Commissioner had the competence to issue such certificate for the said category of officers as per law. Asserting that this was only a tip of the iceberg, Mr. Singh said that the opening of such certificates to migrants from Bihar, UP. MP, Chhattisgarh, Jharkhand, Uttarakhand etc had not only antagonized the Jammu youth but opened the poandora’s box for outsiders. He said that such enactments would prove disastrous for ruling party and cost BJP its postal address in the days to come.
Strongly opposing the issuance of such certificates to outsiders, Mr. Singh said that such a move of BJP government would operate very harshly against the unemployed youth of J&K who would be ultimate sufferers in terms of employment. Further, the outsiders are mostly settling in Jammu region which would rob the Jammu youth of their already limited avenues of employment. It’s distressing to note the dogra land being divested of its identity and culture through such obnoxious moves, asserted Singh.
Surinder Couhan, District President (Jammu Rural), Kunwar Bali, Provincial Vice President, Dharam Singh Bittu, Tehsil President Majalta and Dina Nath, Chairman BDC Majalta were also present in the press conference.
