Bringing a vibrant policy for effective utilization of manpower in Jammu and Kashmir through inter-departmental deputation of employees based on their technical/professional qualifications is a brilliant move by Lieutenant Governor Manoj Sinha’s administration as this will create efficient mechanism to make use of available human resource in a judicial and precise manner thus introducing efficacy and effectiveness in the working of government. The aforesaid policy has been envisaged and announced by J&K Government’s General Administration Department. Reportedly, services which do not fall in this policy’s purview include All India Services, Jammu and Kashmir Administrative Service, J&K Police Service, J&K Accounts Gazetted Service and J&K Forest Gazetted Service. Apart from the aforesaid, rest of the departments would probably utilize this option to make optimal use of technical expertise of employees by interchanging their places of posting. Under the ambit of this policy, the deputation of employees possessing higher educational/technical qualifications shall be governed outside their parent departments whereby their specific skill-sets/qualification can be put to better use, consistent with the requirements of the borrowing departments. The new initiative of the government has opened avenues for using the existing expertise optimally in the government departments as dynamism is always more fruitful than stagnancy which ruled the roost in most of the government departments prior to J&K becoming a Union Territory and corrupt employees giving two hoots to the rules and norms constituted to bring in efficiency. The new move is likely to bring in swiftness and perfection in working of the government thus saving time, resources and funds, which could be used to enhance overall efficacy in the government sector. Reports have averred that Public Works (R&B), Agriculture Production, Rural Development and Panchayati Raj, Housing and Urban Development, Information Technology etc are confronting dearth of technically and professionally qualified employees despite the fact that the same are employed in other departments and their dexterousness is currently underutilized affecting overall functioning of the government. The decision of coming up with this policy will change the scenario with more effective work culture coming into existence thus ensuring judicial use of resources including the manpower.
