It is unfortunate that despite government of J&K’s full support in sanctioning funds and providing all kinds of logistics and resources to accomplish the mission of colossal development in J&K, there is a segment of certain officials who are reluctant and creating bottlenecks in the process of progress to realize the dream of PM Narendra Modi to make this Union Territory one among the best ones in the country. In this context, the Finance Department has rightly pointed out that some Drawing and Disbursing Officers (DDOs) are not updating details of the projects block/village wise in rural areas and Municipal Committee/Councils wise in urban areas on the BEAMS portal resulting into difficulties to the people in identification of works location wise on Empowerment/ Janbhagidari portal. It is pertinent to mention that over the last one year, the J&K Government has launched Empowerment/Janbhagidari drive which is a web-based initiative to bring transparency in execution of works by enabling citizens to overview works/projects being implemented in their areas and become a partner in the development process. It is however a matter of grave concern that certain DDOs are not updating the aforesaid details thus marring the purpose of the whole exercise. This is something unwarranted and the government should take immediate steps to rectify the wrong as by asking the erring DDOs to henceforth update information on the BEAMS portal won’t work. There might be some genuine issue also in the matter and therefore the higher ups should convene a meeting to know and remove the bottlenecks of any because otherwise the entire government machinery is running smoothly without any complaints from the general masses which during the successive governments’ tenures were always standing up in arms against the anti-people policies and lop-sided decisions. it is however good that the now the Deputy Commissioners/ Accounts Officers have been also asked to update these details besides the Treasury Officers have given the assignment to do the needful in the matter so that information available on one-stop platform can be accessed through www/janbjhagidari.jkgov.in and can be utilized for social audit and timely feedback and suggestions.
