YOUTH WILL CHANGE THE DESTINY OF J&K

Addressing Republic Day Function Lieutenant Governor Manoj Sinha has expressed his confidence that the youth will change the destiny of Jammu & Kashmir. The government is working with a vision for engaging and empowering the youth. He declared that the people living in villages and towns have started building a new Jammu & Kashmir to fulfil their ambitions and that of the nation and expressed his confidence that following high ideals and path of duty Jammu & Kashmir will reach new height of glory. He also said that the government will overcome challenges on the foundations of good governance and public participation and accelerate the pace of development and ambitious reforms in new areas by saying “With deep faith in core values of the Constitution and following high ideals and the path of duty, Jammu & Kashmir will reach new heights.”
“Through a continuous process of change, the roots of progress have been planted in the new Jammu & Kashmir,” Manoj Sinha added. “There is an art in its soil and the light of lotuses in its rivers. For this reason, the great Kalhan in his book Rajtarangni, while mentioning Jammu & Kashmir, has written ‘TadvinaNagramKutraPavtra’. Except this place, is there any city in this earth where such holy and beautiful rivers can be accessible?” he said. The Lieutenant Governor said Kalhan writes further,” I have not seen such a city where the glory of planets in the sky is clearly visible. He further said that for a long time, the citizens of J&K were denied grass roots democracy. “We have been successful in conducting a violence free, free and fair elections to District Development Councils. We assure all the elected representatives that with your support, administration will bring the fruits of development to the people,” he added. A new revolution has started with the Ayushman Bharat Sehat Scheme in the field of public life.
Moreover, continuing Jammu & Kashmir Government’s initiative to bring reforms in public grievances redressal mechanism making it more robust and responsive, Lieutenant Governor held the 4th run of LG’s Mulaqaat- Live Public Grievance Hearing. In this live interactive programme, Manoj Sinha interacted with as many as 22 applicants, through video conferencing, and took first hand appraisal of their issues and grievances. In these L.G.s Mulaqaat programme, the Lieutenant Governor meets individuals from across the UT, listens to their issues/grievances for resolving them on the spot. The exercise is undertaken every month. This makes the grievance redressal mechanism robust, responsive and more efficient. “Grievance redressal system has been institutionalized for prompt and speedy disposal of public grievances. Union Territory Government is making the administrative system transparent, responsible and accountable to the people,” observed the Lieutenant Governor.
It may be added here that the impediments in the implementation of e- Human Resource Management System in Jammu & Kashmir Union Territory need to be removed on priority basis because it is a system whereby Human Resource functions are devolved to management. These need to be adopted to improve efficiency, promptness, cost effectiveness in achieving goals and targets particularly Human Resource issues.
