DGP, J&K Chairs 46th meeting of BoDs of Police Housing Corporation

 46th meeting of Board of Directors of Jammu and Kashmir Police Housing Corporation was today held under the chairmanship of Director General of Police, J&K, Shri Dilbag Singh who is also the chairman of J&K Police Housing Corporation.

          The meeting was attended by Shri A.G. Mir ADGP (Hqrs) PHQ, Shri Mukesh Singh IGP Jammu, Shri Manoj Kumar Pandit Special Secretary Law, Shri S.L. Pandita Director General Codes, Shri S. Bilal Ahmad Director General Planning, Shri Sami Arif Chief Engineer R&B Kashmir, Shri Irshad Ahmad Additional Secretary Housing, Dr. Samir Mattoo Director Health Services Kashmir, Shri Muzamil Ahmad Rafiqi Technical Officer to Development Commissioner, Shri Amayat CA.

          At the very outset the Board of Directors was given a detailed briefing by the Managing Director J&K Police Housing Corporation Shri Mohd Sulaiman Salaria. The DGP also interacted with the officers and engineers of the Corporation and discussed with them the status of different ongoing projects nearing completion as also about the new projects which the corporation is likely to undertake in near future.

The Managing Director gave detail introduction about working of the corporation and its financial health during the presentation. He shared with Board of Directors the major projects completed during the year and the ongoing project as on date.

The MD expressed his concern with regard to ongoing works where it was getting difficult to put the ongoing works through e-Tender as the works are at various stage of completion and it may bring the works to halt due to variety of reasons which is not in the interest of corporation and public. Chairman and the others members of the board deliberated on the issue and asked MD to identify such works so that matter could be taken up at appropriate level through Chairman.

Various agenda items came up for discussion which included the approval of the Board for the works taken up and executed and the new works to be taken up in near future. It also included approval of annual budget for its effective management and objectives. The same was approved with the advise to look at the allocation for procurement material as e-Tendering shall bring a change in the working procedures of the corporation which include procurement and provisioning of steel and cement for various projects by the corporation to maintain the quality of the works.

The MD was advised to ensure no compromise in quality of works even after e-Tendering and only standard quality of cement and steel shall be allowed as they constituted most important component of a building. Compliance of required safety standards, third party audit and supervision may be desistable option. In case of e-Tendering the rates quoted at time are even below the workable standard which might result in poor quality which has not been the case with police housing corporation as it is known for its quality and efficiency of work.
