
BUDGAM, APRIL 21: District Level Workshop on capacity building and awareness regarding accounting procedures conducted today at the Auditorium of SAM Degree College Budgam.
The workshop was organized by the Office of the Principal Accountant General (PAG) (A&E), Jammu & Kashmir with the objective of strengthening financial management practices and enhancing awareness among stakeholders on various accounting-related issues.
The workshop witnessed the participation of all Drawing and Disbursing Officers (DDOs) of District Budgam, along with treasury officials and other concerned functionaries.
The programme focused on sensitizing officers about financial discipline, compliance requirements, and best practices in government accounting systems.
On the occasion, the District Treasury Officer Budgam, Dr. Showkat Ali Rather delivered the welcome address, highlighting the importance of capacity building for financial officers and the need for strict adherence to accounting norms.
During the workshop, expert resource persons from the office of the Principal Accountant General delivered comprehensive presentations covering key areas such as preparation of budget estimates, classification checks, accounting, implementation of the e-voucher system, and clearance of pending audit paras. The sessions also addressed common accounting discrepancies and provided practical guidance for improving financial accuracy and transparency in departmental transactions.
Interactive discussions were held throughout the programme, allowing participants to raise queries and share field-level challenges related to accounting procedures. The experts provided detailed clarifications and emphasized adherence to prescribed financial rules and timely reconciliation of accounts to ensure effective public financial management.
Senior Accounts Officers, Mukesh Kumar Dayal and Arvind Sinha from the Accountant General’s Office delivered detailed presentations, elaborating on modern accounting practices, digital financial systems, and compliance mechanisms.
The technical sessions were followed by a concluding address by Senior Accounts Officer, Vikas Bhagat, who summarized the deliberations and stressed coordinated efforts for strengthening financial governance.
The participating officers appreciated the initiative, stating that the workshop proved highly informative and beneficial in enhancing their understanding of evolving accounting practices and digital financial systems. The programme also highlighted the importance of accountability, transparency, and efficient utilization of government resources.
The workshop concluded successfully with active participation from all DDOs of District Budgam, reaffirming the administration’s commitment to capacity building and strengthening financial governance across departments.
