Ashok Kumar Former LegislaturefromRamban has urged upon the Lieutenant Governor of (J&K) that the concerned higher authorities of Rural Development of J&K Government should be directed to release Pradhan MantriAwasYojna (PMAY) (Old name Indira AwasYojna (IAY)) remaining instalments to the concerned poor beneficiaries in a transparent manner.
In a statement issued here Ashok said there are several complains from the poor beneficiaries that the concerned authorities of Rural Development are asking the poor beneficiaries to deposit some amount in their favour for releasing of second or third instalment of PMAY. It is a great injustice to the poor people who are some how getting benefit by the scheme. However, some officials in the department are taking the advantage of their innocence.
Moreover, these poor beneficiaries are already suffering from different problems under Covid-19 pandemic, instead of supporting these helpless and poor people the government officials are harassing them and there is no check on these mal-practices by the higher concerned officials.
Ashok further said that PMAY scheme which is a upgraded version of UPA era initiated by Government of India for the welfare of homeless/‘katcha’house of rural and urban poor. It has two components PMAY Rural Or ‘Gramin’and PMAY Urban. In context of PMAY(Rural), Ashok said that after visiting several rural ‘Panchayats’ it has been seen that many poordeserving people have not been covered in this PMAY scheme. There is absolutely no transparency in the allotment of PMAY houses to the deserving souls in far flung rural ‘Panchayats’.
Ashok has stressed that there should be high level team of other department rather than rural department to initiate free and neutral enquiry in terms of allotment of PMAY houses and instalments. He said that PMAY scheme not only helps the rural/homeless population to get ‘pacca’ houses but it also generates 90 days of work economy under MGNREGA-2005 required to built one house and generate employment in rural areas.
