Advisor to Lieutenant Governor Baseer Ahmad Khan today chaired a meeting to review the progress of various developmental schemes being implemented by Rural Development Department (RDD) in Jammu and Kashmir.
Secretary, Rural Development and Panchayati Raj Department, Sheetal Nanda, Director Rural Development Jammu, Sudarshan Kumar, Director Panchayat Raj Mohammad Rafi, besides other senior officers of planning and concerned departments attended the meeting. Director RDD Kashmir, all ADC’s of Kashmir division and other officers attended the meeting through video conferencing.
The Advisor took physical and financial review of works taken up under MGNREGA, Pradhan Mantri Awas Yojana (Grameen), Saansad Adarsh Gram Yojana (SAGY) and Rashtriya Gram Swaraj Abhiyan (RGSA). Some other departmental concerns were also taken up for discussion in the meeting.
In view of the instructions conveyed by the Government for resumption of MGNREGA works during the lockdown period as per SOPs laid down, the Advisor asked the concerned officers to expedite the completion of works and ensure employment to maximum number of registered labourers so as to enable them to earn their livelihood during prevailing situation.
He said that field level authorities should strictly implement the SOPs notified by the Government and ensure maintenance of social distancing, use of protective masks, face covers, repeated washing of hands with soap and water. He said concerned officials should ensure that the MGNREGA workers adhere to the COVID-19 protocol.
While reviewing the progress under MGNREGA, the Advisor asked all the concerned officers to gear up their efforts to achieve the projected targets particularly in all the districts which are lagging behind, so that objective of MGNREGA Scheme could be achieved in time.
The Advisor asked the ACDs to revise and project realistic targets, taking into account all seasonal, other factors/constraints, which may come into play for each district.
He stressed on the need for fast pacing the implementation of various departmental schemes so that the socio-economic landscape of the rural areas gets a requisite fillip. He directed to complete all languishing projects and ensure regular updating of their physical and financial completion status on the software.
The Advisor called on all the concerned officers to ensure that all new development works are taken up through approval of the respective Gram Sabhas.
He asserted that Gram Sabhas should be sensitised about their responsibilities and modalities of the GIS plan explained to them to achieve effective development activity at ground level.
While reviewing the progress achieved under Pradhan Mantri Awas Yojana-Gramin, all ACDs were asked to complete the houses as per the allotted targets strictly following the timeline as per the guidelines, and achieve 100 percent completion against the predefined target.
