DC Kathua reviews progress under HADP; stresses saturation, beneficiary tracking and portal streamlining

KATHUA, FEBRUARY 17: Deputy Commissioner Kathua, Rajesh Sharma, today chaired a review meeting to assess progress under the Holistic Agriculture Development Programme (HADP) at the DC Office Complex here.

The Deputy Commissioner undertook a detailed component-wise and department-wise review of performance under HADP with special focus on beneficiary coverage, physical and financial achievements, status of applications on the Kisan Sathi Portal and overall saturation of schemes across the district.

The meeting reviewed progress under key HADP components including seeds and the seed multiplication chain, promotion of niche and exotic vegetables, agricultural marketing, apiculture, sericulture, millets and nutri-cereals, farm mechanisation and automation and round-the-year mushroom production.

Progress under allied sectors such as dairy, poultry, fisheries, sheep husbandry, floriculture, oilseeds, integrated farming systems, rainfed area development, alternate agriculture systems, soil and land resource management and fodder development was also assessed.

Stressing the need for saturation of all HADP components, the DC directed officers to ensure tracking of beneficiary applications submitted for availing various schemes and to expedite their timely processing. He emphasised removal of rejected or ineligible applications from the portal to maintain accurate data and improve transparency. He further instructed activation and strengthening of Kisan Khidmat Groups (KKGs) and other field-level interventions to enhance mobilisation and improve the HADP saturation scenario, which directly reflects in the quarterly ratings of districts at the UT level.

The DC called for intensified field outreach, regular monitoring of pending cases, improved coordination with banking institutions for timely sanction of cases and outcome-based supervision to maximise impact on farmers’ income and livelihood security.

The meeting was attended by Chief Planning Officer Ranjeet Thakur, Head KVK Kathua, Chief Agriculture Officer, Chief Horticulture Officer, Chief Animal Husbandry Officer, Chief Sheep Husbandry Officer, District Sericulture Officer, Assistant Director Fisheries, District Horticulture Planning and Marketing Officer, representatives from banks and other concerned officers.
