IMPLEMENT IN LETTER & SPIRIT
The order restricting transportation of bovine animals in J&K should be implemented in letter and spirit as bovine smuggling galore in the Union Territory with convention of taking bovines to the Valley as the same have a lucrative market there. There is a tradition in the Union Territory that district magistrates order restrictions on transportation of bovine animals from time to time and it become imperative for the men in Khaki to implement the same on ground and ensure that no one can shift bovines from one district to other without procuring special permission from the designated authority meant for the same. In this context, District Magistrate Jammu has imposed restriction on the transportation of Bovine Animals from the district except with written permission by the designated authority. The order issued in this regard has specifically mentioned the names of species of animals which are categorized and stopped from shifting from one district to another. The animals which have been described in the order include Cow, Buffalo, Oxen, Bulls, Calves, etc. The order has further clarified that the aforesaid bovines can only be transferred from Jammu district to another after getting permission in black and white from DM Jammu or Addl. District Magistrate, Jammu. The direction further reads that the order shall remain in force for a period of two months from date of its issue or till the order is rescinded whichever be earlier. This is something which is a routine affair in the Union Territory of J&K as such orders are issued on a regular basis making sure that no one could shift bovines from one district to other or take these animals out of the boundaries of J&K. With this order police comes under obligation to check the menace of bovine smuggling in the District as in the past many cases of similar nature have surfaced wherein smugglers were taken to task. The issue is critical as allegedly a large number of animals were transported out of Jammu District to ferry the same to Valley for the obvious reasons and that is why police should gird up loins to stop bovine smuggling in totality as it is necessary to ensure implementation of law, which is prime duty of cops.
