The order of the Deputy Commissioner to make on-the-spot housing certificates to Tehsildars to include the names of people residing in Jammu district for more than a year was withdrawn within 24 hours amid heavy pressure from the opposition. In fact, an order was issued on Tuesday that the Tehsildar of the concerned area should issue a residence certificate to the people living for more than a year after verifying on the spot.
After this, on Wednesday, various political parties started opposing the order. Late in the night the order was withdrawn. In Jammu and Kashmir, a large number of people from outside states are living here for business and other reasons. News agency ANI tweeted that DC Jammu has withdrawn the order of Tehsildars to issue domicile certificates to people who have been residing for more than a year.
However, even after calling several times, there was no response from DC Avani Lavasa. On the other hand, on the orders of the DC, the opposition parties started mobilizing from the morning itself. First of all, PDP chief Mehbooba Mufti tweeted that BJP is plotting to change demographics. After this Congress, NC, Democratic Azad Party also protested. Opposition parties expressed apprehension that since outsiders are living here in large numbers. Because of this, this order has been issued to make them voters. Voter list preparation has started in Jammu and Kashmir from 15th September. This work will continue till October 25.
DC had said in the order that the Election Commission has given the receipt of water, electricity and gas connection, Aadhar card, pass book, passport, land records – farmer’s book, rental and deed of sale of house as necessary documents to become a voter. However, it added that other proof of residence would also be valid for registration as a voter. It is also instructed that if there is no document mentioned above, then it is necessary to do verification on the spot. For example, if an Indian citizen is homeless and does not have any document of temporary residence, the officer will do on-the-spot verification. The order said that the officers engaged in the registration have realized that many eligible voters are feeling a lot of trouble due to non-availability of the above documents.
