Jammu and Kashmir government on Sunday ordered closure of all Restaurants, Bars, Salons in Jammu district till March 31 as a precautionary measure to contain the spread of coronavirus, an official said.

- Section 34 of the National Disaster Management Act, 2005, (DM,Act) empowers the District Magistrate to issue directions and guidelinesfor the purpose of assisting, protecting or providing relief to the community in response to any threatening disaster situation. As such,vide powers vested in me under the said section, I hereby issue the following directions to be complied by the concerned, towards mitigating the transmission of COVID19, in Jammu District:-
- a) No Langers / Bhandaras, Dhabas, Bars, Restaurants, Food Courts, Food Stalls, Road Side Eateries etc., shall operate in District Jammu, till 31st March, 2020.
- b) No Massage Centres/ Spa / Sauna etc., shall operate in district Jammu, till 31st March, 2020.
- c) No Social, religious or ritualistic events shall be held at any public /
community/religious place, involving a gathering of more than 4 people, till 31st March, 2020, in district Jammu.
- d) No Conferences, Events, Rallies, Dharnas, Protests etc., shall be organised within the territorial limits of District Jammu till, 31st March, 2020. Government of Jammu & Kashmir Office of the Chairperson, District Disaster Management Authority (DDMA)/District Magistrate, Jammu

- e) The Transport Commissioner, J&K, shall ensure that public and private transport operating in the District shall be sanitised with the prescribed disinfectants and at such regular intervals as prescribed by Ministry of Health and Family Welfare, GoI (refer website of MoHFW). Accordingly, he shall ensure and organise necessary briefings and sensitisation of the drivers and cleaners, through his staff.
- f) Commissioner, Jammu Municipal Corporation, Jammu, shall ensure that public places particularly the Bus/Taxi/Auto Stands, Sabzi Mandis, Railway Stations, Market Areas etc., in the District shall be sanitized with the prescribed disinfectant and at such regular intervals as prescribed by Ministry of Health and Family Welfare, GoI. Accordingly, she shall ensure and organise necessary briefings and sensitisation of her staff.
- g) Director, Jammu Airport and Commandant CISF, Jammu Airport, shall provide all necessary co-ordination and support to the screening desk and administrative team that have been deployed at Jammu Airport by the undersigned for the purpose of screening of passengers deboarding at the Airport. Director, Jammu Airport shall also ensure cleaning of entire Airport Premises with the prescribed disinfectant and at such regular intervals as prescribed by Ministry of Health and
Family Welfare, GoI, for which he shall organise necessary briefings and sensitisation of entire staff.
- h) Needless to say, the earlier orders issued by the undersigned in connection with closure of Shopping Malls, Schools, Colleges, Universities, Cinema, Gyms, Recreational Clubs etc., shall continue to be in force till 31st March, 2020.
- i) The SSP, Jammu, shall ensure that four or more people are not allowed to be gathered, in a closed group, at any place within the jurisdiction of District Jammu except at Railway Stations, Airport, Bus Stand where passengers are boarding and de-boarding for their respective designations.
- j) However, there shall be no restriction on the movement of the people to buy their daily groceries and household articles. The Wholesalers, Fruit and Sabzi Mandies may also remain open and functional to ensure provisioning of essential supplies.
- k) Last but not the least, public at large is also being informed that section 51 of the Disaster Management Act provides for penalties in case a person obstructs any officer or employee in discharge of his functions or refuses to comply with any direction given under this Act. Any violation of the above directions will, therefore, lead to prosecution under section 51 of the DM Act, 2005.
