One day orientation programme for creating awareness about the developments in criminal justice system was organised by Kashmir Police.
The orientation programme was attended by several officers from the police and prosecution departments and was held in the auditorium of PHQ at Hyderpora Srinagar.
IGP Kashmir Zone Shri SP Pani-IPS addressed the inaugural session of the orientation programme. While speaking to the gathering of officers, IGP underscored the fundamental importance of various provisions in Criminal Procedure Code and the authority vested by law for carrying out the investigation of cases in a clean and transparent manner.
IGP emphasised on the precepts of constitutional morality and legal morality while explaining the relative importance of laws in the backdrop of developments taking place in criminal justice systems.
While highlighting the role of Police, IGP said that police has a critical role in implementing the new developments in the criminal justice system in order to achieve the objective envisaged under an effective criminal justice system.
IGP reproduced the key features including arrest powers, remand, investigation of crime and manner of recording the statements made by the witness during the investigation of cases and also emphasised on the importance of electronic recording of evidences and digitisation of the investigational procedures. He also outlined briefly the procedure mandated by law regarding the transfer of evidence from a foreign country.
IGP also highlighted the role of prosecution in the present scenario and their importance is ensuring deliverance of justice while stressing on fairness in our criminal justice system.
Commenting on the spirit of such developments in criminal justice delivery systems, IGP said that the purpose is to facilitate the welfare of citizens and the powers vested by the laws should be used for strengthening faith of citizens in the fairness of our criminal justice system. Adding further he said that police is an important institution and focus should be maintained on enhancing the quality of investigations by implementing the law as required.
IGP said that the purpose of such orientation programmes is to acquaint the officers working on ground about the developments taking place in the field of criminal justice system so as to ensure their implementation while investigating cases. The aim is to equip the investigating officers with skills that should result in benefit to the society and ensure the procedures adopted by the investigating officers are in consonance with the legal tenets.
IGP stressed on the officers attending the programme for implementing the learning from such orientation programmes in day to day policing.
Several other domain experts also presented their lectures on various topics concerning day to day policing. Notable among them Dr Afzal Qadri lectured about specifics of IPC, SSP Ajit Salaria recounted the prevailing crime rates and disposal of cases and necessary investigational procedures, Zia-ur-Rehman elaborated on POCSO and Juvenile Justice and its applicability, Zahid Mir briefed on the investigational procedures and Mudasir Ahmad pointed out the amendments in IPC.
